TOOLKIT FOR THE PA CARE PARTNERSHIP
PA CARE PARTNERSHIP TOOLKIT (released August 10, 2020)
Pennsylvania Care Partnership and the Office of Mental Health and Substance Abuse Services is proud to release our new toolkit, and we hope you find this toolkit valuable. It is intended to help counties across the Commonwealth as they develop and implement a System of Care, and it also serves as a reference guide for existing System of Care sites. The materials are for use by anyone and can be downloaded on the PA Care Partnership website.

It’s a step by step guide that asks important questions so that any group who wants to engage youth can prepare themselves to be most successful with youth inclusion.”
- Youth Involvement in Systems of Care: A Guide to Empowerment, Reflections from the Field, January 2005 (Marlene Matarese, M.S.W., Lorrin McGinnis, and Martha Mora) Technical Assistance Partnership. “Youth Involvement in Systems of Care: A Guide to Empowerment was developed in partnership with two youth who were involved in local systems of care as well as a team of youth and youth coordinator reviewers from across the country. The goal of the guide is to provide a resource to youth, youth coordinators, family members, professionals, and other adults working with young people. It is a starting point for understanding youth involvement and engagement in order to develop and fully integrate a youth-directed movement within local systems of care.”
